Local and regional democracy in Croatia

On 20 October 2016, the Congress of Local and Regional Authorities of the Council of Europe adopted a recommendation on the state of local and regional democracy in Croatia following a monitoring visit to Zagreb, Rijeka, Omisalj and Krk in March 2016. This is third monitoring report since the ratification of the European Charter of Local Self Government by Croatia in 1997. It was drafted by the co-rapporteurs Luzette Kroon (Netherlands, EPP/ECC) and Ole Haabeth (Norway, SOC), and presented by Luzette Kroon.
The co-rapporteurs noted with satisfaction that the Charter had been fully incorporated into Croatian national legislation, thereby complying with the Congress’ wishes that all provisions of the Charter be applied. They also welcomed the introduction since the last monitoring visit in 2007 of direct elections for mayors and prefects and a financial equalisation policy. In September 2015 the local authorities had enacted legislation on voluntary mergers of local authorities to simplify territorial divisions and the provision of public services.

Le Congrès des pouvoirs locaux et régionaux du Conseil de l'Europe a adopté, le 20 octobre 2016, une recommandation sur l'état de la démocratie locale et régionale en Croatie suite à une visite de monitoring effectuée en mars 2016 à Zagreb, Rijeka, Omisalj et Krk. Il s'agit du troisième rapport de monitoring depuis la ratification de la Charte européenne de l’autonomie locale par la Croatie en 1997. Préparé par les corapporteurs Luzette Kroon (Pays-Bas, PPE/CCE) et Ole Haabeth (Norvège, SOC), le rapport a été présenté par Luzette Kroon. Les co-rapporteurs ont relevé avec satisfaction le fait que la Charte soit totalement intégrée dans la législation nationale croate ce qui répond à la volonté du Congrès d’aboutir à une application de toutes les dispositions de la Charte. Ils ont également salué l’introduction d’élections directes pour les maires et les préfets depuis la dernière visite de suivi en 2007, ainsi que la mise en place d’une politique de péréquation financière. En outre, en septembre 2015, les autorités croates ont adopté une législation concernant les fusions volontaires d’unités d’autonomie locale de manière à simplifier les divisions territoriales et la fourniture de services publics.
