Combating anti Gypsyism: Congress calls for better access to social rights and legislative measures

The Congress adopted a report on the situation of Roma and Travellers, presented by John Warmisham (United Kingdom, SOC) and highlighting the context of rising extremism, xenophobia and the refugee crisis, which is worsening discrimination against them and stirring anti-Gypsyism. « Anti-Gypsyism is the one of the most disruptive reasons that hinder the improvement of the situation of Roma and Travellers in Europe,” explained John Warmisham insisting on the importance of a real awareness of the seriousness of the situation at European level. The Congress reminded local and regional authorities of their responsibility to create the conditions for access to economic and social rights for Roma and Travellers. At national level, the Congress recommendation stresses the need to adopt anti-discrimination policies to ensure that Roma and Travellers enjoy legal and social equality. It calls on the governments to develop the legislative framework to overcome institutional anti-Gypsyism and its manifestations.

Les membres du Congrès ont adopté un rapport sur la situation des Roms et des Gens du voyage. Présenté par John Warmisham (Royaume-Uni, SOC), le texte souligne le contexte de la montée de l’extrémisme, de la xénophobie et de la crise des réfugiés qui aggrave les discriminations à leur encontre et renforce l’antitsiganisme. « L’antitsiganisme est l’un des freins les plus pernicieux à l’amélioration de la situation des Roms et des Gens du voyage en Europe.» a expliqué John Warmisham en insistant sur l’importance d’une réelle prise de conscience de la gravité de la situation au niveau européen. Le Congrès rappelle aux pouvoirs locaux et régionaux leur responsabilité pour octroyer aux Roms et aux Gens du voyage les conditions d’accès aux droits économiques et sociaux Au niveau national, la recommandation du Congrès souligne la nécessité d’adopter des politiques de lutte contre la discrimination pour garantir l’égalité juridique et sociale des Roms et des Gens du voyage. Elle appelle les gouvernements à élaborer un cadre législatif qui permette de mettre fin à l’antitsiganisme institutionnel et à ses manifestations.
