Thorbjørn Jagland: 'Congress' thematics are in line with the Council of Europe's priorities'

'It is very important for the Council of Europe to work with the Congress which represents the grassroots level closest to the people of our member countries', said Council of Europe Secretary General Thorbjørn Jagland in his address to the 31st Session of the Congress on 19 October 2016. He congratulated Gudrun Mosler-Törnström (Austria) on her election to the Presidency of the Congress and thanked the outgoing President, Jean-Claude Frécon (France), for the excellent cooperation during his term of office. The Secretary General emphasised the relevance of the Congress session agenda which was very much in line with the Council of Europe's priorities. 'Corruption is a huge issue at both local and national level which threatens the integrity of our democracies', he said, before adding that ethics and transparency at local level, the participation of women and governance of metropolitan areas are all issues of great importance for the Council of Europe as the guardian of democracy and human rights. Thorbjørn Jagland went on to praise the great contribution of the Congress to the decentralisation process in Ukraine and to the Council of Europe's projects in this context.

« Il est très important pour le Conseil de l’Europe de travailler avec le Congrès qui représente le niveau le plus proche de la population de nos pays membres » a rappelé Thorbjørn Jagland, Secrétaire Général du Conseil de l’Europe, en s’adressant à la 31ème Session du Congrès, le 19 octobre 2016. Il a félicité Gudrun Mosler-Törnström (Autriche) pour son élection à la présidence du Congrès et a remercié le président sortant, Jean-Claude Frécon (France) pour l’excellente coopération menée au cours de son mandat. Le Secrétaire Général a souligné la pertinence de l’agenda de la session du Congrès dont les thématiques s’inscrivent dans les priorités du Conseil de l’Europe. « La corruption est une problématique considérable à l’échelon local comme national qui menace l’intégrité de nos démocraties » a-t-il déclaré, avant d’ajouter que l’éthique et la transparence au niveau local, la participation des femmes et la gouvernance des territoires métropolitains sont autant de questions privilégiées par le Conseil de l’Europe en tant que gardien de la démocratie et des droits de l’homme. Thorbjørn Jagland a finalement salué la grande contribution du Congrès au processus de décentralisation en Ukraine et aux projets du Conseil de l’Europe dans ce contexte.
