Congress adopts a Recommendation after first-ever observation of local elections in the Netherlands

The Congress adopted on 14 October a Recommendation following on from its observation of the local elections in the Netherlands (19 March 2014). This was the first observation election mission carried out by the Congress in that country.
The report presented by Pearl Pedergnana (Switzerland, SOC) underlines the transparent, open and inclusive nature of the voting process in the Netherlands and the high level of democratic commitment of the staff involved in organising the municipal elections of 19 March 2014. “We were impressed by the overall organisation of the elections and the the pragmatic approach to electoral management in the Netherlands which is well-embedded in the overall socio-cultural set-up and the long-standing democratic tradition of the country,” stated Mrs Pedergnana.
The Congress nonetheless raises concerns about the lack of regulations on party and campaign financing, limitation of campaign expenditure and the conditions for sponsorship of political parties.

Le Congrès a adopté le 14 octobre une Recommandation suite à l’observation des élections locales aux Pays-Bas (19 mars 2014). Il s’agissait de la première mission d’observation d’élection effectuée par le Congrès dans ce pays.
Le rapport présenté par Pearl Pedergnana (Suisse, SOC) souligne le caractère transparent, ouvert et inclusif des processus électoraux aux Pays-Bas et du haut niveau d’engagement démocratique des personnels chargés d’organiser les élections municipales du 19 mars 2014. « Nous avons été impressionnés par l’organisation générale des élections et par l’approche pragmatique de l’administration des élections, bien intégrée dans l’organisation socio-culturelle générale et la longue tradition démocratique du pays, » a déclaré Mme Pedergnana.
Le Congrès s’inquiète cependant de l’absence de réglementation sur le financement des partis et des campagnes, de limitation des dépenses de campagne et de conditions quant au parrainage des partis politiques.
