Greater decentralisation and more democracy at the grassroots is what Europe needs today, says Herwig van Staa  [14/10/2014]

Congress outgoing President, Herwig van Staa (Austria, EPP/CCE). , presented a summary of the activities and achievements during his mandate from 2012 to 2014, at the opening of the 27th Session in Strasbourg, France. ''Today, national governments increasingly recognise local and regional authorities as major stakeholders and actors in responding to the challenges faced by European societies. The current economic crisis has shown the need for joint, coherent action from all levels of government, and this is an opportunity that cannot be missed,'' stated outgoing Congress President Herwig van Staa. ''Greater decentralisation and more democracy at the grassroots level is what Europe needs today to regain citizens’ trust.'' Mr van Staa has been member of the Congress since 1996 and has held the positions of President of the Chamber of Local Authorities (twice), President of the Chamber of Regions, and member of the Bureau. He was elected President of the Congress in 2012, for the second time after a first mandate between 2002 and 2004.

Une décentralisation accrue et davantage de démocratie au niveau local, voilà ce dont l’Europe a besoin aujourd’hui, déclare Herwig van Staa  [14/10/2014]

Le Président sortant du Congrès, Herwig van Staa (Autriche, PPE/CCE), a présenté, à l’ouverture de la 27e session à Strasbourg (France), un bilan des activités et des réalisations durant son mandat de 2012 à 2014. ''Aujourd’hui, les gouvernements nationaux reconnaissent de plus en plus les collectivités locales et régionales comme des parties prenantes et des acteurs de premier plan pour relever les défis auxquels font face les sociétés européennes. La crise économique actuelle a montré la nécessité d’une action commune et cohérente de la part de tous les niveaux de gouvernement, et il y a là une occasion qu’il ne faut pas manquer'', a déclaré Herwig van Staa. ''Une décentralisation accrue et davantage de démocratie au niveau local, voilà ce dont l’Europe a besoin aujourd’hui pour regagner la confiance des citoyens''. M. van Staa a été membre du Congrès depuis 1996 et a occupé les postes de président de la Chambre des pouvoirs locaux (deux fois), président de la Chambre des régions, et membre du Bureau. Il avait été élu Président du Congrès en 2012, pour la deuxième fois après un premier mandat entre 2002 et 2004.
