Local democracy in Ireland  [30/10/2013]

The Congress, meeting in Strasbourg (France), has examined on 30 October 2013 a report on the situation of local democracy in Ireland. Congress rapporteurs Andris Jaunsleinis (Latvia, ILDG) and Merita Jegeni Yildiz (Turkey, EPP/CCE) welcomed the fact that Ireland had made substantial changes since the last monitoring report in 2001, and stressed the commitment of the Irish authorities to move from an almost fully centralised system to a certain level of decentralisation, through an ambitious Action Programme adopted in October 2012. The report notes, however, that the constitutional protection of local self-government is rather weak, that local governments only manage a modest amount of public affairs, and that the administrative supervision of their activities by the central level remains high. The report also draws attention to the very limited powers of local authorities to levy taxes or to set rates within the limits of the law. “I see the Congress report as providing additional underpinning to the reform agenda that we are implementing and I look forward to the continuing support of the Congress in this regard and to the Council of Europe generally “, explained Irish Minister of State Fergus O’Dowd, addressing the Session.

La démocratie locale en Irlande  [30/10/2013]

Le Congrès réuni à Strasbourg (France), a examiné un rapport sur la situation de la démocratie locale en Irlande le 30 octobre 2013. Les rapporteurs du Congrès, Andris Jaunsleinis (Lettonie, GILD) et Merita Jegeni Yildiz (Turquie, PPE/CCE), se sont félicités du fait que l’Irlande a accompli des réformes substantielles depuis le dernier rapport de suivi de 2001 et ont souligné l’engagement des autorités irlandaises à passer d’un système presque entièrement centralisé à un certain degré de décentralisation grâce à un ambitieux Programme d’action adopté en octobre 2012. Le rapport relève, toutefois, que le niveau de protection constitutionnelle dont bénéficie le système d’autonomie locale est assez faible ; et que les autorités locales ne gèrent qu’une partie modeste des affaires publiques ; en outre, le contrôle administratif de leurs activités par le pouvoir central reste fort. Le rapport souligne également que les autorités locales ont des compétences très limitées s’agissant de lever des taxes ou d’en fixer les montants dans le cadre de la loi. « J’estime que le rapport du Congrès fournit une base supplémentaire au programme de réformes que nous mettons en œuvre actuellement et j’espère que le Congrès et, plus généralement, le Conseil de l'Europe continueront de nous apporter leur soutien en la matière », s’est félicité le Secrétaire d’Etat irlandais, Fergus O’Dowd, lors de son intervention à la Session du Congrès.
