Local and regional democracy in Hungary  [31/10/2013]

The Congress examined a report on local and regional democracy in Hungary on 29 October 2013 following a monitoring visit to the country in May 2012. Congress Rapporteurs Artur TORRES PEREIRA (Portugal, EPP/CCE) and Devrim �UKUR (Turkey, SOC) welcomed the ratification by Hungary of the Additional Protocol to the European Charter of Local Self-Government on the right to participate in the affairs of a local authority in June 2010. They regretted, however, that this positive step was overshadowed by the recent reforms, which led to a deterioration of the legislative framework on local and regional issues in Hungary. �I am concerned by the current recentralisation of powers and competences which go against the principles laid down in the Charter� stated Artur TORRES PEREIRA.

Le Congr�s a examin� un rapport sur la situation de la d�mocratie locale et r�gionale en Hongrie le 29 octobre 2013, � la suite d�une visite de suivi effectu�e dans ce pays en mai 2012. Les rapporteurs du Congr�s, Artur TORRES PEREIRA (Portugal, PPE/CCE) et Devrim �UKUR (Turquie, SOC), ont salu� la ratification par la Hongrie du Protocole additionnel � la Charte europ�enne de l�autonomie locale sur le droit de participer aux affaires des collectivit�s locales, en juin 2010. Ils ont toutefois regrett� que cette mesure positive ait �t� rel�gu�e au second plan par les r�centes r�formes qui ont engendr� une d�t�rioration du cadre l�gislatif de la d�mocratie locale et r�gionale dans le pays.'' Je suis pr�occup� par l�actuelle recentralisation des pouvoirs et des comp�tences, qui va � l�encontre des principes �nonc�s dans la Charte '', a d�clar� Artur TORRES PEREIRA.
