Monitoring of local and regional democracy in Italy  [20/03/2013]

A report and a recommendation on the situation of local and regional democracy in Italy were debated in the framework of the 24th Session of the Congress. The Rapporteurs, Knud ANDERSEN (Denmark, R, ILDG) and Marina BESPALOVA (Russian Federation, L, EPP/CCE) welcomed the fact that the principle of local self-government is enshrined in the Italian Constitution, along with a new chapter on Regions, Provinces and Municipalities. However the Rapporteurs noted serious issues as regards to the competences, the independence and finances of local authorities in general and encouraged the Italian authorities to complete the reform project launched over a decade ago. Lastly, the rapporteurs encourage the Italian authorities to sign and ratify the Additional Protocol to the European Charter of Local Self-Government on the right to participate in the affairs of a local authority (CETS No. 207) in the near future.

Suivi de la d�mocratie locale et r�gionale en Italie  [20/03/2013]

Un rapport et une recommandation sur la situation de la d�mocratie locale et r�gionale en Italie ont �t� examin�s lors de la 24e Session du Congr�s. Les rapporteurs, Knud ANDERSEN (Danemark, R, GILD) et Marina BESPALOVA (F�d�ration de Russie, L, PPE/CCE), saluent l�inscription du principe de l�autonomie locale dans la Constitution italienne, ainsi que l�inclusion dans cet instrument d�un nouveau chapitre sur les r�gions, les provinces et les municipalit�s. Toutefois, les rapporteurs signalent de graves probl�mes concernant les comp�tences, l�ind�pendance et les finances des collectivit�s locales en g�n�ral, et encouragent les autorit�s italiennes � mener � son terme le projet de r�forme engag� il y a plus de dix ans. Enfin, les rapporteurs encouragent les autorit�s italiennes � signer et ratifier, dans un avenir proche, le Protocole additionnel � la Charte europ�enne de l�autonomie locale sur le droit de participer aux affaires des collectivit�s locales (STCE n� 207).
