Mayor of Stuttgart: “Bureaucratic centralism will not be able to solve the financial crises in Europe”

Strasbourg, 22 March 2012. – Wolfgang Schuster, Lord Mayor of Stuttgart (Germany) and President of the Council of European Municipalities and Regions (CEMR), opened the most topical of current affairs debates at the 22nd Congress Session by underlining the important role Europe’s cities and regions have to play in order to overcome the current crisis. Challenges which result from ongoing austerity programmes cannot be solved by a centralistic top-down approach in politics, Schuster said. Youth unemployment, climate change, energy transition, immigration and demographic changes are fields where co-ordinated action and partnership is needed between all tiers of government as well as citizens, scientific experts and economists. The new European Centre for Local and Regional Governance which was presented by Schuster and is supported by the Congress could be used as a platform for the exchanges of know how in good local governance.

Strasbourg, 22 mars 2012. – Wolfgang Schuster, maire de Stuttgart (Allemagne) et président du Conseil des Communes et Régions d’Europe (CCRE), a ouvert le plus brûlant des débats d’actualité lors de la 22e Session du Congrès, en soulignant le rôle important des communes et régions d’Europe face à la crise économique actuelle. Les difficultés engendrées par les programmes d’austérité actuels ne peuvent trouver une réponse dans une approche politique centralisée, décidée au niveau national, a affirmé M. Schuster. Le chômage des jeunes, le changement climatique, la transition énergétique, l’immigration et les changements démographiques sont autant de domaines où une action coordonnée et un partenariat sont nécessaires entre tous les niveaux de gouvernement et avec les citoyens, les experts scientifiques et les économistes. Le nouveau Centre européen pour la gouvernance locale et régionale, que M. Schuster a présenté et qui a reçu l’aval du Congrès, pourrait servir de plate-forme pour l’échange de savoir-faire sur la bonne gouvernance locale.
