Serbia: broad consensus on the need to reform local self-government  [19/10/2011]

In its first monitoring report on local and regional democracy in Serbia, presented by Arild KVAL�Y, (Norway (R, NR), the Congress welcomes the broad consensus on the need to reform local self-government and to adopt legislation granting a special status to the autonomous province of Vojvodina, as well as the restoration of public funding to local authorities. However, it underlines that there are a number of areas of concern, such as the impact of the financial crisis on local budgets and its affect on the competencies of local authorities, and the insufficient consultation between the central government and local authorities. It recommends that intermunicipal cooperation and the consultation process between local and central government be improved, and that the reservations on articles 4-3 and 8-3 of the Charter be lifted. It also urges the Serbian government to sign and ratify the Additional Protocol to the European Charter of Local Self-Government on the right to participate in the affairs of a local authority.

Dans son premier rapport sur le suivi de la d�mocratie locale et r�gionale en Serbie, pr�sent� par Odd Arild KVAL�Y, Norv�ge (R, NI), le Congr�s rel�ve leconsensus sur la n�cessit� de r�former l�autonomie locale et l�adoption de la l�gislation accordant un statut sp�cial � la Province autonome de Vo�vodine ainsi que celle sur la restitution des biens publics aux collectivit�s locales. Il souligne cependant un certain nombre de sujets pr�occupants, tels le poids de la crise financi�re sur les finances locales et sur l�exercice des comp�tences des collectivit�s locales qui s�en trouve affect�,et une consultation insuffisante des autorit�s locales par le gouvernement central. Il recommande d�am�liorer la coop�ration inter-municipale, la consultation entre le gouvernement central et le gouvernement local, � lever les r�serves existantes sur les articles 4-3 et 8-3 de la Charte et encourage le gouvernement serbe � signer et ratifier le Protocole additionnel � la Charte europ�enne de l�autonomie locale sur le droit de participer aux affaires des collectivit�s locales.
