On the basis of the provisions of the European Charter of Local Self Government and its monitoring visits to member states, the Congress helps national and local and regional authorities to implement the changes suggested in its Recommendations.
It develops co-operation projects which are part of the democracy component of the Council of Europe's Action Plans for its member states.
In partnership with the Council of Europe Centre of Expertise on Local Government Reform, the Congress, through its members and experts, offers states its expertise in the following fields:
Evaluation of the legal and institutional framework;
Contribution to the drafting of new laws and policies;
Exchange of good practices between peers, and interactive seminars;
Leadership workshops for local and regional elected representatives.
Co-operation programmes are currently being implemented in Albania, Armenia and Ukraine; financed by volontary contributions. Bilateral or regional activities are being discussed for other member states in the framework of regional activities and of the Council of Europe's Neighbourhood Policy.
The Congress supports local authority associations in collaboration with their European networks (CEMR and AER) and encourages the establishment of various networks.
The Congress is looking for international experts to contribute to the implementation of current, and forthcoming, co-operation projects under the guidance of its Secretariat both in the Council of Europe headquarters in Strasbourg (France) and in the Council of Europe Offices located in target countries.
