Inger Linge: “Women’s political participation is vital for our representative democracies”

The Congress adopted, in the framework of its 31th Session on 20 October 2016, a resolution and a recommendation on women’s political participation and representation at local and regional levels. The report provides an overview of the legal and policy framework of both the Council of Europe and the Congress that supports balanced participation and representation of women and men in political decision-making. “Women are still seriously underrepresented in politics and continue to face difficulties in becoming involved in equitable numbers”, stated Inger Linge (Sweden, EPP-CCE), Congress rapporteur. She underlined the importance for local and regional authorities to develop gender-disaggregated statistics to monitor and evaluate nominations and the evolution of elections. The presentation of the report was also marked by the intervention of the Mayor of Altmünster, Elisabeth Feichtinger. 'I managed to jump onto a moving train”, she stated, comparing politics to a train which women could only board once it was well underway. Finally, the Congress calls on governments to consider the adoption of legislative reforms to implement quotas for candidates in elections, to revise the electoral system where it has a negative impact on women’s political participation and to implement the Committee of Ministers Recommendation (2003)3.

Le 20 octobre 2016, dans le cadre de sa 31e session, le Congrès a adopté une résolution et une recommandation sur la participation et la représentation politiques des femmes aux niveaux local et régional. Le rapport donne un aperçu du cadre juridique et politique établi par le Conseil de l'Europe et par le Congrès, en vue de favoriser une participation équilibrée des femmes et des hommes à la prise de décisions politiques. « Les femmes restent nettement sous-représentées en politique et ont toujours des difficultés à instaurer une véritable parité », a déclaré Inger Linge (Suède, PPE-CCE), Rapporteure du Congrès. Elle a souligné l’importance pour les autorités locales et régionales d’établir des statistiques ventilées par sexe, afin de suivre et d’évaluer les candidatures et l’évolution des élections. La présentation du rapport a également été ponctuée par l’intervention de la Maire d’Altmünster, Elisabeth Feichtinger. « J’ai pris le train en marche » a-t-elle déclaré, comparant le monde politique à un train à bord duquel les femmes ont été acceptées alors qu’il était déjà bien lancé. Le Congrès recommande aux gouvernements d’envisager l’adoption de réformes législatives visant à instaurer des quotas pour les candidats aux élections, de réviser leur système électoral lorsque celui-ci a un impact négatif sur la participation politique des femmes et de mettre en œuvre la Recommandation (2003)3 du Comité des Ministres.
