Jean-Claude Frécon : “The European Charter of Local Self-government, a unique legal instrument for good local and regional governance”

The outgoing President of the Congress, Jean-Claude Frécon (France, SOC), presented a review of the activities and achievements of term of office from 2014 to 2016, when opening the 31st session in Strasbourg (France). Reiterating the Congress objective of 100% application of the Charter to 100% of European territory, he emphasised the central role of the European Charter for Local Self-Government as a flexible and effective tool serving democracy in our societies. 'We must continue to engage in dialogue with member states’ governments and urge them to honour the commitments they entered into when ratifying the Charter, which is a unique legal instrument for upholding and promoting local and regional democracy in Europe. The Charter is also a source of good practices for national authorities and an opportunity to improve local and regional management and governance', he said. During his Presidency, five post-monitoring roadmaps have been signed with national authorities committed to implementing the recommendations made by the Congress on decentralisation.

Le Président sortant du Congrès, Jean-Claude Frécon (France, SOC), a présenté, à l’ouverture de la 31e session à Strasbourg (France), un bilan des activités et des réalisations durant son mandat de 2014 à 2016. Rappelant l’objectif du Congrès « 100% de Charte pour 100% du territoire européen », il a souligné le rôle central de la Charte européenne de l’autonomie locale et régionale en tant qu’outil efficace au service de la démocratie dans nos sociétés. « Nous devons continuer à dialoguer avec les gouvernements et à les convaincre de respecter leurs engagements tirés de leur ratification de la Charte. Celle-ci est un instrument juridique unique pour défendre et promouvoir la démocratie territoriale en Europe. Elle constitue aussi une source de bonnes pratiques pour les autorités nationales et une opportunité pour améliorer la gestion et la bonne gouvernance de leurs territoires, » a-t-il ajouté. Sous sa Présidence, cinq feuilles de route de post-monitoring auront été signées avec autorités nationales engagées à mettre en œuvre les recommandations formulées par le Congrès concernant la décentralisation.
