The Congress adopted a report on the state of local democracy Cyprus following a monitoring visit to Nicosia, Kokkinotrimithia, Ayios Dhometios and Paphos in April 2016. This document, which was presented by the rapporteur Bernd Vöhringer (Germany, EPP/ECC), underlines the Cypriot government’s political commitment to citizens’ participation in local public affairs. Nevertheless, the Congress expresses its concern with regard to the financial autonomy of local authorities, the weakness and imprecision of the legislative basis for the powers and responsibilities of local authorities and for the conditions under which they are exercised as well as the absence of constitutional safeguards for the principle of local self-government and the status of local authorities. “Only minimal responsibilities are conferred by the relevant law to local authorities and these authorities clearly lack genuine functions” said Mr Vöhringer.

Le Congrès a adopté, le 20 octobre 2016, un rapport sur l'état de la démocratie locale à Chypre suite à une visite de monitoring effectuée en avril 2016 à Nicosie, Kokkinotrimithia, Ayios Dhometios et Paphos. Présenté par le rapporteur Bernd Vöhringer (Allemagne, PPE/CCE), le texte souligne l’engagement politique du gouvernement chypriote en faveur de la participation des citoyens aux affaires publiques locales et salue la signature et la ratification par la République de Chypre du Protocole additionnel à la Charte européenne de l’autonomie locale en 2012, qui n’a été jusqu’à présent ratifié que par 14 Etats membres. Toutefois, le Congrès exprime sa préoccupation concernant le manque d’autonomie financière des autorités locales, la fragilité et l’imprécision du cadre législatif entourant leurs compétences et leurs conditions d’exercice, ainsi que l’absence de garanties constitutionnelles concernant le principe de l’autonomie locale et le statut des collectivités. «La législation confère des responsabilités minimales aux autorités locales et ces autorités manquent clairement de fonctions véritables » a indiqué Mr Vöhringer.
