Congress adopts guidelines on preventing radicalisation and manifestations of hate at the grassroots level  [20/10/2015]

Prevention and the reintegration of radicalised individuals are the two main focuses of the “Guidelines on preventing radicalisation and manifestations of hate at the grassroots level” adopted by the Congress at its 29th session, on 20 October 2015. “In the face of radicalisation and violent extremism, repression alone is not the solution. To combat these phenomena, it is essential to take preventive action. This is the area of action par excellence of local authorities”, highlighted rapporteur Leen Verbeek (Netherlands, SOC). The adopted text calls on European cities and regions to design multi-agency strategies involving local stakeholders. The Congress has also launched an initiative entitled “Towards an alliance of European cities and regions against violent extremism” which will provide a platform for political and technical exchange. The first event under this initiative, which is being conducted jointly with the European Forum for Urban Security (EFUS), will be a conference of local authorities on the prevention of radicalisation leading to violent extremism, hosted by the Mayors of Aarhus and Rotterdam, which will take place in Aarhus, Denmark, on 18 November 2015.

Le Congrès adopte des lignes directrices sur la prévention de la radicalisation et des manifestations de haine au niveau local  [20/10/2015]

Prévention et réinsertion des personnes radicalisées sont les deux axes sur lesquels reposent les « Lignes directrices sur la prévention de la radicalisation et des manifestations de haine au niveau local » adoptées par le Congrès lors de sa 29ème Session, le 20 octobre 2015. « Face à la radicalisation et à l’extrémisme violent, les réponses répressives ne suffisent pas. Afin de lutter contre ces phénomènes, il est indispensable d’agir de manière préventive», a souligné le rapporteur Leen Verbeek (Pays-Bas, SOC). Le texte adopté appelle les villes et les régions européennes à concevoir des stratégies locales interinstitutionnelles associant des partenaires locaux. Le Congrès a également lancé une initiative « Vers une Alliance des villes et des régions européennes face à l’extrêmisme violent » qui constituera une plate-forme d’échange politique et technique. La première manifestation de cette activité, menée conjointement avec le Forum européen pour la Sécurité Urbaine (EFUS), sera la Conférence des autorités locales sur la prévention de la radicalisation menant à l’extrêmisme violent, organisée avec les maires de Aarhus et de Rotterdam, qui se tiendra le 18 novembre 2015 à Aarhus, Danemark.
