Thorbjørn Jagland: “The crisis in Ukraine highlights the need to strengthen the rule of law, human rights and democracy at all levels”

“The crisis in Ukraine, which is on the agenda of the 26th session of the Congress, is one of the worst crises in Europe since the Second World War. It is a crisis which threatens the very cohesion of what we call pan-Europe”, said Thorbjørn Jagland, Secretary General of the Council of Europe, addressing the members of the Congress on 25 March 2014. “The future of Ukraine depends on our ability to consolidate democracy. It is the weakening of the rule of law and human rights that has led to the crisis in Ukraine. Protecting these two pillars must be a fundamental aspect of security in Europe,” he said, underlining the role that local and regional authorities must play by involving citizens, and particularly young people, in the ownership of democracy.

« La crise en Ukraine, qui figure sur l’agenda de la 26ème session du Congrès, est l’une des pires crises en Europe depuis la seconde guerre mondiale. C’est une crise qui menace la cohésion même de ce que nous appelons la pan-Europe » a déclaré Thorbjørn Jagland, Secrétaire Général du Conseil de l'Europe, s’adressant aux membres du Congrès le 25 mars 2014. « L’avenir de l’Ukraine dépend de notre capacité à consolider la démocratie. C’est la fragilisation de l’état de droit et des droits de l’homme qui a mené à la crise en Ukraine. La protection de ces deux piliers doit constituer un aspect essentiel de la sécurité en Europe» a-t-il indiqué en soulignant le rôle que doivent jouer les pouvoirs locaux et régionaux en impliquant les citoyens dans l’appropriation de la démocratie, en particulier les jeunes.
