Congress Rapporteurs on Georgia denounce elections in South Ossetia's Tskhinvali region

''The so-called ''presidential elections'' that took place on 25th March 2012 in the occupied Tskhinvali region/South Ossetia, Georgia, cannot be recognised as legitimate. These elections are illegitimate under international law and no legal or constitutional basis for these elections exist. Moreover, the holding of so-called elections lacks legitimacy from human rights and humanitarian perspectives as well, since two thirds of the local population is forcefully expelled from their homes as a result of ethnic cleansing'', declared Congress members Ian Micallef (Malta, EPP/CD) and Helena Pihlajasaari (Finland, SOC) in the margins of the 22nd Congress Session in Strasbourg. The two country Rapporteurs reiterated that the right to a safe, dignified and voluntary return for the refugees and displaced persons should be recognised by all the actors in the conflict.

''La prétendue ''élection présidentielle'' qui s'est tenue le 25 mars 2012 dans la région occupée de Tskhinvali/Ossétie du Sud (Géorgie) ne saurait être reconnue comme légitime. Cette élection est illégitime au regard du droit international et n’a aucun fondement légal ni constitutionnel. La tenue d’une telle ''élection'' n’a de surcroît aucune légitimité du point de vue humanitaire ni de celui des droits de l’homme, puisque les deux tiers de la population locale ont été expulsés de force à la suite d’un nettoyage ethnique'', ont déclaré les membres du Congrès Ian Micallef (Malte, PPE/DC) et Helena Pihlajasaari (Finlande, SOC) en marge de la 22e Session du Congrès à Strasbourg. Les deux rapporteurs ont réaffirmé que le droit au retour volontaire des réfugiés et des personnes déplacées dans la sécurité et la dignité devrait être reconnu par tous les acteurs du conflit.
