The 21st Session was opened this morning by President Keith Whitmore, who presented the evolution of the Congress work since the adoption of a comprehensive reform of its structures and working methods in October 2010. ''Our approach has become more operational, more practical, more concrete and result-oriented,'' he said. As a first tangible success he qualified, ''our monitoring missions of local and regional democracy which allow us to enter into a more substantial and targeted dialogue on grassroots issues with authorities in the country concerned.'' Progress achieved, in particular, in Austria, Estonia and Slovenia, was a concrete result of this reform process, concluded the President.

La 21ème Session a été ouverte ce matin par le Président Keith Whitmore qui a présenté l’évolution des travaux du Congrès depuis l’adoption d’une réforme complète de ses structures et méthodes de travail en octobre 2010. ''Notre approche est devenue plus opérationnelle, plus pratique, plus concrète et orientée vers les résultats'', a-t-il déclaré. Un premier succès tangible, a-t-il expliqué, consiste en ''nos missions de monitoring de la démocratie locale et régionale qui nous permettent d’ouvrir un dialogue plus substantiel et plus ciblé sur les questions de proximité avec les autorités des pays concernés''. Les progrès réalisés, en particulier en Autriche, en Estonie et en Slovénie, sont un résultat concret de ce processus de réforme, a conclu le Président.
