Speaking during the 19th session, Thorbjørn Jagland called for greater co-operation with the Congress now that authorities' contribution is more vital than ever. ''In the context of the Council of Europe's priorities, I expect the Congress to play a major role, particularly in ensuring the integration into cities and regions of Roma, the largest minority in Europe, with 12 million members'', he said. ''You are at the forefront of efforts to integrate Roma, for it is at local level that the best practices are found. We wish to rely on the experience of authorities and the Congress to boost the prevention of discrimination against these minorities''.

Intervenant à la 19ème session, Thorbjørn Jagland a appelé à renforcer la coopération avec le Congrès à un moment où l’apport des collectivités est plus que jamais essentiel. ''Parmi les priorités du Conseil de l’Europe, j’attends du Congrès qu’il joue un rôle majeur, en particulier, pour assurer dans les villes et les régions l’insertion des roms - la plus grande minorité en Europe avec 12 millions de personnes'', a-t-il déclaré. ''Vous êtes à l’avant-poste des efforts pour l’intégration des roms car c’est au niveau local que nous trouvons les meilleures pratiques. Nous voulons nous appuyer sur les expériences des collectivités et du Congrès pour relancer la lutte contre les discriminations à l’égard de ces minorités.''
