''The Charter took forward our understanding of democracy'' said Ulrich Bohner, former Secretary General of the Congress introducing the round table organised on the occasion of the 25th anniversary of the European Charter of Local Self-Government. ''The effectiveness of the principles of the Charter is nevertheless subject to some uncertainties; hence the extreme importance of external supervision by both the Congress and the Committee of Ministers'', emphasised Robert Hertzog, Professor at the University of Strasbourg. Claude Haegi, former President of the Congress, insisted on the relevance of the Charter, particularly in rising to the new challenges in fields such as sustainable development and immigration.

''La Charte a représenté une évolution de notre compréhension de la démocratie'' a souligné Ulrich Bohner, ancien Secrétaire Général du Congrès en introduisant la table-ronde organisée à l’occasion du 25ème anniversaire de la Charte européenne de l’autonomie locale. '' L’effectivité des principes de la Charte est cependant soumis à des aléas, d’où l’extrême importance d’une surveillance externe, tant par le Congrès que par le Comité des Ministres'', a souligné Robert Hertzog, Professeur à l’université de Strasbourg. Pour sa part, Claude Haegi, ancien Président du Congrès, a insisté sur l’actualité de la Charte, en particulier dans des domaines tels que le développement durable et les questions d’immigration.
