1176th meeting of the Ministers' Deputies (10 July 2013)
[12/07/2013] Human rights The Deputies adopted Protocol No. 16 to the Convention for the Protection of Human Rights and Fundamental Freedoms and agreed to open it for signature in Strasbourg on 2 October 2013. Protocol No. 16 extends the jurisdiction of the European Court of Human Rights (ECHR) to deliver advisory opinions upon request on the interpretation of the Convention in the context of a specific case at domestic level (explanatory report).
Concerning the Garabayev group of cases against the Russian Federation, the Deputies recalled their decision adopted at the 1172nd meeting and noted with grave concern that a further incident involving allegations of kidnapping and illegal transfer of an applicant protected by an interim measure indicated by the Court under Rule 39 had been reported. Consequently, the Deputies strongly insisted that light be shed on this incident and on the fate of the applicant as quickly as possible and on the pressing need to adopt as of now measures to ensure an immediate and effective protection of the applicants in a similar situation against kidnappings and irregular removals from the national territory (unofficial Russian translation).
Minorities The Deputies adopted a resolution on the implementation of the Framework Convention for the Protection of National Minorities by Spain. They also adopted recommendations on the application of the European Charter for Regional or Minority Languages by Switzerland, Hungary and Bosnia and Herzegovina.
Neighbouring regions The Deputies took note of interim reports on co-operation priorities concerning Morocco, Tunisia and Jordan and instructed the Secretariat to continue implementing these priorities.
Media The Deputies adopted a recommendation on gender equality and media in which they recommend that the governments of member States adopt adequate policies to create the appropriate conditions under which the media can promote gender equality as a fundamental principle of their activities and institutional organisation in the new multidimensional media environment.
Partial Agreements The Deputies agreed to invite Israel to accede to the Enlarged Partial Agreement on the Co operation Group to combat drug abuse and illicit trafficking in drugs (Pompidou Group). They also authorised Australia to participate in the negotiation of a possible Council of Europe Convention against Manipulation of Sports Results and notably Match-fixing, conducted by the Enlarged Partial Agreement on Sport (EPAS).
