War in Iraq: Secretary General calls for protection of civilians and respect for humanitarian law [20/03/2003]
Following the launch of military operations against Iraq, Walter Schwimmer deeply regretted that diplomacy - due to the division of the international community - had to give way to armed intervention, in the wake of a process which has weakened the United Nations. “War always brings unbearable suffering to civilian populations, war is always the expression of failure,” Mr Schwimmer declared in a statement, calling on governments participating in the military operations to do their utmost to spare the civilian population and to respect international humanitarian law.

Après le déclenchement des opérations militaires contre l’Irak, Walter Schwimmer a regretté que la diplomatie – du fait de la division de la communauté internationale – ait dû céder la place à une intervention armée, au terme d’un processus qui a affaibli les Nations Unies. « La guerre – qui est toujours l’expression d’un échec - entraîne des souffrances insupportables pour les populations civiles » a affirmé M. Schwimmer dans sa déclaration, appelant les gouvernements qui prennent part à des opérations militaires à tout faire pour épargner les populations civiles et à respecter le droit international humanitaire.
