The Council of Europe promotes local democracy and a culture of ethical and inclusive decision-making, as part of the thematic programme “Strengthening institutional frameworks for local governance” in the Eastern Partnership countries. In this context, a national roundtable is to be held by the Congress of Local and Regional Authorities on the practices, challenges and legislation regulating the general assemblies of settlements. The Council of Europe is looking for a national consultant from Georgia to develop and present a paper on the situation, legislation, functioning, (good) practices, challenges and drawbacks in the functioning of the general assemblies of settlements in Georgia.
