En 1998, la Convention-cadre pour la protection des minorités nationales entrait en vigueur. Elle était alors ratifiée par 17 Etats. Afin de marquer le 5e anniversaire de cette entrée en vigueur, le Conseil de l'Europe a organisé une conférence à Strasbourg, les 30 et 31 octobre 2003, rassemblant de nombreux participants gouvernementaux, de la société civile, des minorités ainsi que d'éminents spécialistes de la question minoritaire
