Local Consultant  on Advocacy Campaigning

  1. Introduction and background

The Communities Association of Armenia (CAA) was established in December 1997, following the creation of the local self-government system in Armenia, and became a union of legal entities in 2009. The main objectives of the Association are, inter alia, to promote the development of a system of local governance in line with the European Charter of Local Self-Government, to implement and defend the rights of its member communities, to strengthen the capacities of local elected representatives and to support and promote cooperation among communities. All communities of Armenia are members of the Association.

The Council of Europe is implementing the project “Institutional Support to Communities Association of Armenia” with financial support of the Swiss Development Cooperation. The aim is to enhance the capacity of the CAA to become an active stakeholder in the governance system of Armenia.

A new five-year strategy of the CAA was developed within the participatory process and adopted by the Association’s Republican Council in July 2016. It defines key strategic directions for the operation of the Association for the period 2016-2020, with its first strategic goal focusing on “Increasing the impact of the Association’s advocacy efforts in the field of local governance”. In April 2017 CAA has started a process of developing its Policy Advocacy Strategy for 2017.

  1. Purpose of the consultancy

The key objective of the consultancy is to provide guidance to the CAA staff and Board in planning and implementation of 3 thematic policy advocacy campaigns during 2017.  

  1. Main tasks and responsibilities

In coordination with the project team the following tasks should be undertaken in the framework of the consultancy:

  1. Facilitate planning sessions with the CAA staff and Board members to develop detailed action plans for 3 advocacy campaign objectives (3 planning sessions in June 2017; 2 advocacy action plan review meetings in September and December 2017). 
  1. Based on discussions with the CAA staff and Board members finalise action plans for 3 advocacy campaign objectives selected by the CAA; update the action plans following review meetings in September and December 2017.
  1. In cooperation with the CAA staff and Board develop 3 position papers/policy briefs for each of the 3 advocacy objectives to be pursued by the CAA in 2017.
  1. Review all campaign-related letters/talking points/statements/positions sent to state bodies and other relevant stakeholders.
  1. Participate in campaign-related meetings, public hearings, round-table discussions and other public events to observe discussion and present recommendations to the CAA on organisation of meetings, agenda development and improving persuasiveness of CAA’s arguments. 
  1. Review TOR for studies/comparative papers to be developed in support of CAA’s campaign objectives and review, provide comments on produced studies/comparative papers.
  1. If needed, conduct trainings for CAA members (other than those Board members that have already been trained) and employees of CAA member municipalities on advocacy campaigning.

 

  1. Deliverables 
  1. Facilitation of planning sessions with the CAA staff and Board members. 3 planning sessions in June 2017; 2 advocacy action plan review meetings in September and December 2017.  
  2. 3 Action plans for 3 advocacy campaign objectives selected by the CAA by 15 June 2017. 2 revisions of the three actions by 30 September and 15 December 2017.
  3. 3 position papers/policy briefs for each of the 3 advocacy objectives to be pursued by the CAA by 31 August 2017.
  4. Comments on all campaign-related letters/talking points/statements/positions within three days of receiving each of the documents by CAA, all to be finalised  by 20 December 2017.  
  5. Reports with summary and recommendations on campaign-related meetings, public hearings, round-table discussions and other public events within one week of each event, all to be finalised  by 20 December 2017.  
  6. Comments on TORs for studies/comparative papers to be developed in support of CAA’s campaign objectives by 31 August 2017. Comments on studies/comparative papers to be developed in support of CAA’s campaign objectives by 15 October 2017.
  7. If needed, trainings for CAA members and employees of CAA member municipalities on advocacy campaigning by 20 December 2017.

 

  1. Qualifications

The call is opened to individual consultants only.

  1. Exclusion criteria

(by submitting your application, you declare on your honour not being in any of the below situations)

The applicant shall be excluded from participating in the procedure if they:

  • have been sentenced by final judgment on one or more of the following charges: participation in a criminal organisation, corruption, fraud, money laundering.
  • are in a situation of bankruptcy, liquidation, termination of activity, insolvency or arrangement with creditors or any like situation arising from a procedure of the same kind, or are subject to a procedure of the same kind.
  • have received a judgment with res judicata force, finding an offence that affects their professional integrity or serious professional misconduct.
  • do not comply with their obligations as regards payment of social security contributions, taxes and dues, according to the statutory provisions of their country of incorporation, establishment or residence.
  1. Eligibility criteria (minimum requirements):
  1. Degree in public policy, law, social sciences or relevant disciplines.
  2. Solid experience (more than 5 years) in consulting non-for profit organisations on advocacy campaigning.
  3. Good knowledge and experience of working with associations of local authorities.
  1. Award criteria
  • Quality of the offer (80%), including:
  • Ability to focus on activities/deliverables from a quality, efficiency and accuracy perspective, respecting deadlines indicated in the Terms of reference.
  • Capacity to adapt to the context.
  • Capability and proven experience in facilitating discussions.
  • Capacity to meet the expectations in regard to oral and drafting skills; the ability to translate complex ideas and concepts into clear and concrete language.
  • Language skills, full proficiency in Armenian and good command of English.
  • Experience with international organisations, in particular the Council of Europe where relevant.
  • Financial offer (20%).

Expected start date: 1 June 2017

The tasks should be undertaken as per the proposed work-plan, and finished no later than 20 December 2017.

  1. Main tasks and responsibilities

In coordination with the project team the following tasks should be undertaken in the framework of the consultancy:

  1. Co-facilitate planning sessions with the CAA staff and Board members to develop detailed action plans for 3 advocacy campaign objectives (3 planning sessions in May 2017).
  1. Review/develop all campaign related communication materials – press releases, media briefs, and public awareness-raising materials. 
  1. Participate in campaign related meetings, public hearings, round-table discussions and other public events to observe discussion and present recommendations to the CAA on persuasive communication with various target groups, media, institutional partners, the general public etc
  1. Contribute to a 2-day workshop for journalists to sensitize journalists on issues of local self-government and local democracy. 
  1. Support to CAA’s communications assistant in developing the CAA’s monthly electronic newsletter for members, annual activities report for 2017 and quarterly periodic journal.

  4. 2-day training for workshop for journalists to sensitize journalists on issues of local self-government and local democracy, including workshop agenda, power point presentation and hand-outs by 30 September 2017.
  5. Comments and recommendations on CAA’s monthly electronic newsletter published in 2017, annual activities report of CAA for 2017 and quarterly periodic journal issues printed in 2017.

  • Solid experience (more than 5 years) in communications, public relations, journalism, marketing and/or a related field.
  • Proven experience in planning and delivering communications and public relations trainings.

  • Ability to focus on activities/deliverables from a quality, efficiency and accuracy perspective, respecting deadlines indicated in the Terms of reference.
  • Capacity to adapt to the context.
  • Capability and proven experience in facilitating discussions.

  • Language skills, full proficiency in Armenian and good command of English.
  • Experience with international organizations, in particular the Council of Europe where relevant.
