Assessment Mission in the framework of EU-CoE Joint Programme “Enhancing the effectiveness of the Albanian system of human rights protection and anti-discrimination”

Two international consultants, Ms Katrin Wladasch (Austria) and Mr Niall Crowley (Ireland) carried out an assessment mission in Albania on 2 to 5 February 2016.  A comprehensive needs assessment report will be drafted based on mission’s findings, analyzing the Albanian Human Rights and Anti-Discrimination system, with a view to evaluating legislation, institutions and practice, with particular focus on detection of gaps, output shortages, lack of coherence and synchronization, blockages or duplications.

A series of meetings took place during the mission with the heads and staff of the Albanian Ombudsman and the Commissioner for the Protection from Discrimination – both independent bodies - with representatives of the Albanian Ministry of Social Welfare and Youth, Ministry of Education and Sports, Ministry of Justice, Tirana District Court and OSCE.

A consultation meeting in the form of a round table was organized on the last day of the assessment mission, with representatives of National and International Civil Society Organizations present in Albania and operating in areas of LGTBI, child rights, women rights, rights of people with disabilities, etc., in order to identify main issues relating to Human Rights protection and Anti-Discrimination in the country. Additionally, current extent of cooperation and future needs were discussed between I/NGOs and the three main project beneficiary institutions: Albanian Ombudsman, the Commissioner for the Protection from Anti-Discrimination and the Albanian Ministry of Social Welfare and Youth.

Further to recommendations that will guide the project[s implementation process, the final report will include recommendations on how to better address existing challenges on legislative, institutional and grassroots levels. The report will be presented at the project’s launching conference, in early April.

Albania became member of the Council of Europe on 13 July 1995. Following its accession, a Council of Europe presence headed by the Special Representative of the Secretary General of the Council of Europe was established in Albania, and succeeded, in June 2003, by the establishment of the Information Office of the Council of Europe. Since January 2011, a Council of Europe Office in Tirana is set up as a new institutional form of co-operation.

As representative of the Secretary General in Albania, the Office works to promote the Council of Europe values and standards pertaining to human rights, rule of law and democracy. It facilitates the effective co-operation between the various Council of Europe bodies located in its Headquarters in Strasbourg and the domestic and international partner institutions in Albania.

The work of the Council of Europe in Albania is dedicated to assisting the Albanian authorities to continue bringing the Albanian legislation, its institutional practices and policies fully in line with its obligations stemming from its Council of Europe membership.
