Preventing torture and inhuman treatment of detainees in temporary detention isolators - training of 230 staff members

On 21 February 2015, Council of Europe (CoE) will start training 230 staff of Temporary Detention Isolators (TDI) on international standards on prevention of torture and ill-treatment against detainees. 

When joining the CoE, Georgia signed up to the European Convention on Human Rights which states that “no one shall be subjected to torture or to inhuman or degrading treatment or punishment”. To ensure that this right is respected at Temporary Detention Isolators, it is important that Georgia has competent law enforcement personnel, who understand and are well informed about those rights. The current training is part of this initiative and is expected to contribute to a better respect of human rights situation in detention facilities.

Participants will learn about the Standards of the European Committee for the Prevention of Torture and Inhumane or Degrading Treatment or Punishment (CPT), case law of the European Court of Human Rights as well as about fundamental rights of detainees stipulated in international conventions. The trainings will be conducted at the Academy of the Ministry of Internal Affairs, in the framework of the European Union/CoE joint programme “Human Rights in Prisons and Other Closed Institutions”.

The European Union/CoE Joint Programme “Human Rights in Prisons and Other Closed Institutions” was launched in July 2013. It aims to strengthen human rights and improve access to healthcare for persons deprived of their liberty.
