Seminar on "National Action Plans as effective tools for the promotion and protection of human rights of LGBT people"

The Council of Europe Committee of Minister’s Recommendation CM/Rec (2010)5 to member States on measures to combat discrimination on grounds of sexual orientation or gender identity provides member States with a unique framework to combat discrimination and to ensure respect for human rights of lesbian, gay, bisexual and transgender persons. The Recommendation offers concrete guidance on 12 human rights themes to be adopted and effectively enforced by member States.
Guided by the principles set out in the Committee of Ministers Recommendation, member States have developed and adopted national strategies and/or action plans on LGBT human rights which aim to combat discrimination on grounds of SOGI in a systematic manner and increase the impact of their actions.
The aims of the seminar were:
- to highlight the importance of countering discrimination on grounds of sexual orientation or gender identity in a comprehensive and systematic manner through national strategies and/or action plans;
- to discuss the advantages of drafting national action plans, share experiences on the approach, challenges, difficulties and lessons learnt in the process of preparing, adopting, implementing, monitoring and evaluating national action plans.
The seminar was targeted at national LGBT or human rights focal points and/or other relevant authorities from Council of Europe member States which have developed or which are planning to develop and/or are interested in processes related to the preparation and implementation of national LGBT action plans and strategies.
The seminar, which took place in Bratislava, Slovak Republic on 3 December 2015, was organised in co-operation with the Ministry of Justice of the Slovak Republic and with the participation of the European Governmental LGBT Focal Points Network.
As a follow-up to the seminar, the Council of Europe will publish a report including examples of national action plans in the member States.
