PMM Handbook

This Council of Europe Project Management Methodology Handbook presents the Council of Europe Project Management Methodology. It contains general guidance for the whole project team and step-by-step instructions on how to conduct each phase of the project management cycle, from initiation to closure. It links project management to organisational strategy, results-based management and decentralised implementation. This handbook also gives examples of good practice and is based on a human rights approach to project management.

It was written following an extensive consultation process with staff (project staff in particular) both in the field and in Strasbourg.

Gender Mainstreaming Toolkit

The Gender Mainstreaming Toolkit for Co-operation Projects provides knowledge, guidance and tools on how to integrate gender mainstreaming at all stages of the project life cycle. The toolkit includes information, stand-alone tools and thematic factsheets, which will be updated and expanded over time. It is a working toolkit produced by a group of staff volunteers and is aimed at the Secretariat of the Council of Europe, particularly the parts working on cooperation projects.

It complements to the Council of Europe’s Gender Equality Strategy 2018-2023 and ultimately support the Sustainable Development Goals of the United Nations Agenda 2030.

Human Right Approach Guide

 

The Council of Europe's Practical Guide on the Human Rights Approach for Co-operation Projects provides clear and user-friendly information, guidance and tools on how to apply this approach in practice.

It consists of four parts; a Guide introducing the CoE's human rights approach (HRA) and which contains guidance on how to apply it in all project phases; a Q&A explaining and clarifying any possible misconceptions on the HRA; and two checklists for initiating and planning projects and for implementing projects.

The Practical Guide was developed by a group of staff volunteers, following internal consultations with staff. It is aimed at the Secretariat of the Council of Europe, particularly the parts working on co-operation projects.
