The International Advisory Panel (“the Panel” and “IAP”) was constituted by the Secretary General of the Council of Europe, Thorbjørn Jagland, to oversee that the investigations into the violent incidents which took place in Ukraine from 30 November 2013 onwards met all the requirements of the European Convention on Human Rights and the case-law of the European Court of Human Rights.

Back President Poroshenko endorses International Advisory Panel

On 26 June, President Poroshenko met with Sir Nicolas Bratza, the Chairman of the International Advisory Panel, in the course of his visit to the Council of Europe. In his address on the same day to the Parliamentary Assembly of the Council of Europe, the President endorsed the work of the Panel and confirmed that the Ukrainian authorities are ready to cooperate.

The Panel has now renewed its requests to the Ukrainian authorities to provide full information on the relevant criminal investigations. A visit to Kyiv by Sir Nicolas in the coming weeks is under consideration. The Panel is also working towards meeting with the relevant parties in Kyiv in early September.

According to the mandate of the IAP, it will oversee the investigations of the violent incidents related to the Maidan demonstrations in Kyiv from 30 November 2013 to 21 February 2014 and, notably, whether those investigations meet the requirements of the European Convention on Human Rights and the case-law of the European Court.
