The International Advisory Panel (“the Panel” and “IAP”) was constituted by the Secretary General of the Council of Europe, Thorbjørn Jagland, to oversee that the investigations into the violent incidents which took place in Ukraine from 30 November 2013 onwards met all the requirements of the European Convention on Human Rights and the case-law of the European Court of Human Rights.

Back International advisory panel on Ukraine reports on Kyiv visits

Six months since the end of the tragic events of Maidan, the International Advisory Panel on Ukraine provides a briefing on its activities and progress to date, with an indication of future steps until the completion of its final report scheduled for early 2015.

Constituted by the Secretary General to oversee investigations into violent incidents arising out of the Maidan protests in Kyiv, the panel met with Ukrainian officials from 3-5 and 8-9 September. Its briefing is based on meetings and written correspondence with key officials in Kyiv, including questions to representatives of the Prosecutor General’s Office, the Ministry of the Interior, the Ministry of Health and the Ministry of Justice.
