The Directorate of Policy Planning's (DPP) mission is to provide the Secretary General, the Committee of Ministers and Major Council of Europe bodies with conceptual and strategic analyses about relevant political and societal developments in Europe and beyond.
Its activities are based on research and on topical exchanges with internal and external networks, with the objective to enhance the Organisation’s ability to anticipate major trends and challenges facing member states and to offer coherent short- and long-term responses within its statutory mandate. They include:
- Implementing Policy Planning activities, notably preparing the Secretary General's annual report on the state of democracy, human rights and the rule of law in Europe, convening meetings of Council of Europe Directors of Policy Planning, and organising debates to discuss the current state of thinking and dynamics behind relevant topics and concepts;
- Supervising the Network of Schools of Political Studies and progressively extend it to other member states and the Council of Europe neighbourhood;
- Co-ordinating the Platform to promote the protection of journalism and safety of journalists and ensure follow-up action and future development.
What we do
We provide Council of Europe major actors with conceptual and strategic analyses about relevant political and societal developments in Europe and beyond in order to enhance the Organisation’s ability to anticipate major trends and challenges facing member states and to offer coherent short- and long-term responses.
