The secretariat of the Pestalozzi Programme is part of - Co-operation and capacity building division, part of the education department from the Directorate of Democratic Citizenship and Participation, Directorate General of Democracy (DGII).


Network of the National Liaison Officers (NLO)

Origin, function and objective

Each signatory State to the European Cultural Convention appoints a National Liaison Officer, who is responsible for the Pestalozzi Programme on a national level. It may appoint several National Liaison Officers, if several regions, language communities or education sectors need to be represented. Deputy National Liaison Officer(s) can also be appointed.

National Liaison Officers are usually chosen from among central education authority staff or teacher training staff. They must speak fluently at least one of the two official languages of the Council of Europe (English and French).

National Liaison Officers and their deputies do not always work full-time for the Pestalozzi Programme. They may have other duties too. The time they spend on it represents an extra contribution by their countries to its success.

In order to share experience, improve the organisation and develop the Pestalozzi Programme, a plenary meeting of the National Liaison Officers is organised every two years. These meetings are held either in a signatory state (at its invitation) or in the Council of Europe in Strasbourg.
