Council of Europe Programme Office in the Russian Federation information
The Council of Europe Programme Office in the Russian Federation officially started its activities on 29 October 2013. Its status is based on the Decree of the Government of the Russian Federation of 14 June 2011 and it has for objective implementing programmes of cooperation between the Russian Federation and the Council of Europe.
The current basis for this cooperation is the document "Priorities for cooperation with the Russian Federation" providing outlines of individual projects to be implemented with Russian partners in the fields of human rights, democracy and the rule of law.
These priorities for cooperation were defined during Senior Officials Meeting between the Council of Europe Secretariat and the Russian authorities which took place in Strasbourg on 1st October 2012 and agreed during consequent consultations. They are to be periodically updated during Senior Officials Meetings to take place either in Moscow or Strasbourg.
The objectives of the co-operation projects have been set up taking into account the country's needs and priorities as expressed by the Russian authorities, the joint assessment of ongoing co-operation, the commitments and obligations resulting from the Council of Europe legal instruments as well as recommendations of the Committee of Ministers, the Parliamentary Assembly of the Council of Europe, the Commissioner for Human Rights and other Council of Europe bodies.
The projects are financed from the Council of Europe ordinary budget, by the Russian partners and by voluntary contributions.
The main aim of this cooperation is to facilitate and strengthen exchange of experience and working relations between the Council of Europe, its members states and relevant Russian partners, including the Presidential Administration, ministries, judicial bodies, the Civic Chamber of the Russian Federation, human rights institutions (Ombudsman of the Russian Federation, Presidential Council for Civil Society and Human Rights), Presidential Commissioner for Entrepreneurs Rights' Protection, local and regional authorities, NGOs and civil society representatives, professional and youth associations and others.
