17-19 November in Kramatorsk city of Donetsk oblast the Council of Europe Programme “Decentralisation and Territorial consolidation in Ukraine” in cooperation with the Minregion has launched the row of Leadership Academy trainings by the Council of Europe for the heads of local self-government bodies of Donetsk and Luhansk oblasts
Experience of municipal reforms in Europe shows that their success to big extend depends on the initiative and active leadership approach of the heads of the self-government bodies, their abilities to inspire their teams to introduce changes, encourage people to help local power to implement the reforms. Having summerised best practices and know-hows of the municipalities of the European countries in form of cases and training modules Centre of Expertise for Local Governemnt Reform of the Council of Europe has started these days transfer of this experience to the leaders of Donbass communities.
While studying at the Leadership Academy which will take place in a period of 2016 – 2017 heads of local self-government bodies of Donetsk and Luhansk oblasts will get knowledge and practical skills regarding commonly used in Europe tools of the municipal development, will receive advice of the heads of relevant central bodies of executive power and leading Ukrainian and international experts in reforms’ implementation, will get acquainted with the experience and best practices of their colleagues from Ukraine and European countries.
