Working Group meeting on the monitoring methodology of the Internally Displaced Persons (further IDPs) was held in September 22, 2016 upon a request from the Office of Ukrainian Parliament Commissioner for Human Rights and supported by the Council of Europe Project “Strengthening the Human Rights Protection of Internally Displaced Persons in Ukraine” and UNDP Project “Strengthening Capacities of the Ombudsperson’s Office”.

Ms Zhanna Lukianenko, Representative on Internally Displaced Persons of the Ukrainian Parliament Commissioner for Human Rights participated in the event together with the representatives of the Council of Europe and UNDP Projects, national experts and consultants on IDPs issues. The ultimate goal of the Working Group is to work out the methodology of monitoring IDPs rights for the Ombudsperson Office and other members of civil organisations, which will contribute to gathering operational information on the general state of the rights of IDPs and individual situations that require immediate intervention from the Ombudsperson Office.

Working Group will take into account conclusions and recommendations of the working meeting on the monitoring of IDP’s rights which was gathered for the first time on Monday, 4 July 2016 and covered representatives from different International Organisations (UNDP, IOM, UNHCR, DRC, OCHA) and representatives of civil society (NGO “Crimea SOS”, Project “Without Borders”, NGO “Social Center and Action”, NGO “Employment Center for Free Nation”, DRO “Committee of Voters of Ukraine”, etc.).

It is presumed that the developed methodology for monitoring the rights of IDPs will collect the most disaggregated data based on different methods of obtaining information (interviews, questionnaires, focus groups, etc.) and will contribute to the mission of the Ukrainian Parliament Commissioner for Human Rights.
