Public discussion on draft procedural legislation submitted by the President of Ukraine to the Parliament of Ukraine took place on  7 April 2017 in Kyiv, Ukraine

A public discussion of the draft law of the President of Ukraine “On amendments to the Commercial Procedural Code of Ukraine, the Civil Procedural Code of Ukraine, the Code of Administrative Procedure of Ukraine and other legislation” took place on 7 April 2017 in Kyiv, Ukraine, at the conference “Reform of the procedural legislation: effective justice or new challenges?”.

The event was jointly organized by the Judicial Reform Council, the newspaper “Yuridicheskaya Praktika” (Legal Practice) and by the Council of Europe project “Support to the implementation of the judicial reform in Ukraine”.

The participants were informed about the main novelties of the draft procedural legislation by the following speakers: Mr Oleksii Filatov, Deputy Head of Administration of the President of Ukraine; Mr Yaroslav Romaniuk, President of the Supreme Court of Ukraine; Mr Bogdan Lvov, President of the High Commercial Court of Ukraine; Mr Mykhailo Smokovych, Deputy President of the High Administrative Court of Ukraine; Mr Dmytro Luspenyk, Secretary of Plenum of the High Specialized Court of Ukraine for Civil and Criminal Cases; Mr Vadym Belianevych, Deputy Head of the High Council of Justice of Ukraine, as well as by judges of first-instance and appellate courts, practicing lawyers, academia etc.

More than 250 participates from Kyiv and other cities of Ukraine took part in the conference and started the discussion on the new legislation.

The amendments to the procedural codes were drafted by the Judicial Reform Council and they involve changes of the main institutes of legal proceedings in Ukraine, including the system and stages of legal proceedings, and, among other things, regulate the powers of the new Supreme Court as the court of cassation.    

The Council of Europe project “Support to the implementation of the judicial reform in Ukraine” aims at ensuring further compliance of the Ukrainian system of judiciary with the standards and recommendations of the Council of Europe.
