Launch of training on the European Convention on Human Rights for local prosecutors

A series of training on the European Convention on Human Rights (ECHR) and the European Court of Human Rights (ECtHR) case law for newly recruited prosecutors of local public prosecutor’s offices was launched on 20 January at the National Academy of Prosecutors of Ukraine.

The training, organised by the Council of Europe Project “Continued Support to the Criminal Justice Reform in Ukraine”, funded by the Danish Government, jointly with the National Academy of Prosecutors of Ukraine, will be delivered during January – April 2017 to around 500 prosecutors of local public prosecutor’s offices recruited through the open testing process in October – November 2016.

The training agenda was tailored with regard to the specific issues reflected in the ECtHR case law and relevant to the prosecutorial operation in Ukraine, and aims at enhancement of implementation of the relevant standards into the day-to-day practices of the prosecutors. The topics include the general issues of the organisation and functioning of the ECtHR, execution of the judgments against Ukraine, the place of the ECHR in the domestic legislation, problems of implementation of the ECHR and the ECtHR case law into the operation of the Ukrainian public prosecution and so on, as well as thematic presentations on Articles 2, 3, 5, 6 and others of the ECHR within the context of the prosecutorial activities.

Development and delivery of the training is undertaken by a team of the Council of Europe consultants together with the National Academy of Prosecutors of Ukraine, Secretariat of the Government’s Agent before the ECtHR, EUAM – Ukraine and the UN Human Rights Monitoring Mission in Ukraine.
