On 12 May the Special Adviser to the Government of Ukraine on decentralisation Daniel POPESCU opened and moderated the Conference of the Regional and Local Authorities for the Eastern Partnership (CORLEAP) on “Fiscal decentralisation: the conditions to make it a success”.  Mr Popescu made a general overview of the state of local government reforms in Europe and presented good European practice and Council of Europe standards in the fields of local revenue, financial equalisation and financial management. Mr. Markku Markkula, President of the CoR and Mr. Anar Ibrahimov, Chairman of Human Rights, International and Inter-Parliamentary Relations of the Ali Majilis (Parliament) of the Nakhchivan Autonomous Republic (Azerbaijan) closed the Conference.
