From 9 to 11 August, 2016, the representatives of the Secretariat of the Central Election Commission of Ukraine (CEC) participated in the study visit to the Centre for Continuous Electoral Training (CCET) by the Central Election Commission of Moldova.  The group was also joined by the director and the training officer of the CEC/IFES joint Administrative Center for the training of election process participants in Ukraine.

The CCET by the Central Election Commission of Moldova was established for the purpose of training and qualifying of, as well as for transferring best practices in the electoral field to the electoral officials and other stakeholders involved into the process of organization and conduct of elections in Moldova.

The main objective of the study visit was to explore legal status and powers of the CCET, legal and financial grounds for organization of its activities. For that purpose, the representatives of the CEC Secretariat met with the Director and Deputy Director of the CCET, respective specialists of the centre responsible for legal, financial, communication issues, as well as the CCET beneficiaries (representatives of political parties, NGOs, trainees).

Within the framework of the study visit, the representatives of the CEC Secretariat also met with newly appointed and former Chairs of the Central Election Commission of the Republic of Moldova, with representatives of different departments of the CEC Apparat in Moldova, including Legal Department, Election Management Department, Analysis and Documentation Department, Financial Department, IT and Communication Department. The representatives of both CEC Secretariats discussed issues of common interests and shared their experiences in organization and conduct of the electoral processes.

The study visit was organized within the framework of the Council of Europe project “Reform of the electoral practice in Ukraine”. The participation of the director and the training officer of the CEC/IFES joint Administrative Center for the training of election process participants in Ukraine was supported by IFES (Ukraine).
