To supply IT equipment to the Council of Europe project “Support to the Criminal Justice Reforms in Ukraine” (the CJR Project)

Activity: Purchase of IT equipment

Description of services:
- Supply of 26 laptops according to the technical specification attached;
- Delivery of goods to the beneficiary’s premises in Kyiv, Ukraine;
- Warranty during 12 months from the date of supply of equipment.

Payment conditions:
The payment for the equipment procured will be made by the Council of Europe according to the conditions specified in the service contract to be concluded between the Council of Europe and the selected supplier as follows:
- 25% advance for the supply of equipment to be paid by the Council within 20 calendar days after the contract between two parties is signed;
- The balance to be paid by the Council of Europe within 30 calendar days after the completion of all the services, delivery of equipment, upon presentation of final detailed invoice, signing of the act of acceptance by two parties in two copies;
- Payment can be made in UAH or EUR currency.

Exclusion criteria:
Potential suppliers or bidders shall be excluded from participating in the tender procedure where they:
a. have been sentenced by final judgment on one or more of the following charges: participation in a criminal organisation, corruption, fraud, money laundering;
b. are in a situation of bankruptcy, liquidation, termination of activity, insolvency or arrangement with creditors or any like situation arising from a procedure of the same kind, or are subject to a procedure of the same kind;
c. have received a judgment with res judicata force, finding an offence that affects their professional integrity or serious professional misconduct;
d. do not comply with their obligations as regards payment of social security contributions, taxes and dues, according to the statutory provisions of their country of incorporation;

All bidders shall deliver, when submitting their tender, a declaration on their honour certifying that they are not in any of the above-mentioned situations.

The Council of Europe reserves the right to ask successful bidders to supply the following supporting documents:
a. for the items in a), b) and c), produce an extract from the record of convictions or failing that an equivalent document issued by the competent judicial or administrative authority of the country of incorporation, indicating that these requirements are met;
b. for the items in d), a certificate issued by the competent authority of the country of incorporation.

Eligibility criteria:
Supplier’s proven experience in the relevant field of IT equipment and software supply.

Award criteria: 
- Technical specifications (30%);
- Price and conditions of supply (70%).

Applications: 
Potential suppliers willing to apply should submit the offer including the following documents:
- Letter of interest duly signed and stamped by the applicant;
- Proposed budget for the supply of IT equipment to be delivered  according to the technical specifications attached to the call, clearly indicating detailed technical specifications for each item and the price in EUR or UAH currency, exchange rate in case of UAH currency, as well as the terms and conditions of supply and warranty conditions;
- Declaration on Exclusion Criteria;
- Bidder’s profile describing experience in the relevant sphere of IT equipment and software supply.
