HELP Training-of-Trainers (ToT) on Anti-discrimination

The HELP Training-of-Trainers (ToT) on Anti-discrimination was held in Tirana on 8 and 9 August 2016. The training was organised in the framework of the long term cooperation between HELP in the Western Balkans and the EU/CoE Joint Project “Enhancing the Effectiveness of the Albanian System of Human Rights Protection and Anti-Discrimination”.  

HELP ToTs are one of the tools to support National Training Institutions (NTIs) and Bar Associations (BAs) in delivering high-quality and tailor-made training courses to legal professionals, who are at the forefront of the protection of human rights. The increasing demand for new HELP courses to be implemented at the national level has been accommodated through the training of representatives of the NTIs and BAs in the CoE member states in becoming HELP trainers and familiar with the HELP methodology.

In line with the HELP training methodology, the ToT on anti-discrimination was aimed at setting up a pool of three national trainers who will moderate the HELP course on Anti-discrimination after its adaptation to the Albanian legal order. The first pilot course will be launched in September for 50 participants targeting the Ombudsperson Office, the Commissioner for the Protection from Discrimination (CPD), the Ministry of Social Welfare and Youth (MOSWY), the Albanian School for Public Administration (ASPA) and NGOs. Cascade trainings will be organised after the pilot course is completed in order to reach a broader target audience including participants with hearing and visual impairments.

The HELP pilot course will be aimed not only at increasing the knowledge of the target audience on anti-discrimination issues, but also at raising awareness about the impact of their daily work in anticipating discrimination practices.

The HELP PROGRAMME

What is HELP?

 

The European Programme for Human Rights Education for Legal Professionals (HELP) supports the Council of Europe member states in implementing the European Convention on Human Rights (the Convention) at the national level, in accordance with the Committee of Ministers Recommendation (2004) 4, the 2010 Interlaken Declaration, the 2012 Brighton Declaration and the 2015 Brussels declaration.

This is done by enhancing the capacity of judges, lawyers and prosecutors in all 46 member states to apply the Convention in their daily work. Indeed, legal professionals, who are at the forefront of the protection of human rights, including those of victims, must benefit from high-quality training.

HELP in the EU

The European Programme for Human Rights Education for Legal Professionals in the European Union member states (HELP in the EU) supports legal professionals to enhance their capacities to effectively and coherently apply European fundamental rights standards at the national level and through cross-border training, mainly referring to the EU Charter on Fundamental Rights (the Charter), the European Convention on Human Rights, the European Social Charter and relevant EU and Council of Europe Law.

Furthermore, the project wishes to strengthen the HELP EU Network and increase mutual trust between EU practicioners.
