Back Training-of-Trainers HELP course on Refugee and Migrant Children

22 judges and lawyers (among which lawyers from the Registry of the European Court of Human Rights) from 11 European countries participated in the HELP Training-of-Trainers (ToT) session aimed at equipping them with the necessary practical skills to effectively implement HELP online courses in their countries of origin.

The training session was opened by Tomáš Boček - Special Representative of the Secretary General on Migration and Refugees and Eva Pastrana, Head of HELP Unit.

Following the general presentation on the Council of Europe HELP Programme and the basics of the HELP training methodology, the participants could benefit from several presentations related to the new HELP course on Refugee and Migrant Children that will be ready this summer.

The course will contain 7 modules:

  • Introduction of the International and European legal Framework
  • Child-Friendly Procedures
  • Alternatives to detention
  • Family Reunification
  • Social Rights and Integration
  • Guardianship and Age assessment

Janeta Hanganu of the Office of the Special Representative of the Secretary General on Migration and Refugees presented the Council of Europe Action Plan on Protecting Refugee and Migrant Children in Europe (2017-2019). Maria Andriani Kostopoulou, Chair of the Ad hoc Committee for the Rights of the Child (CAHENF), gave an overview of the new course. John Dorber, expert of the Working Group that developed the course, made a presentation of the module on Age assessment and Livia Stoica Becht of the Children’s Rights Policies and Cooperation of the Council of Europe gave a presentation of the work of her division.

Ana-Maria Telbis, HELP Project Officer, provided to the participants practical information on effectively fulfilling all functions as a HELP tutor and on the effective use the HELP online platform, hosting all HELP online courses.

The participants could also hear about the experience of Marta Cabrera, Lawyer at the Registry of the European Court of Human Rights and HELP national tutor for Spain, on the very successful implementation of the HELP course on Admissibility criteria of applications submitted to the Court in Spanish.

Participants who will complete the final ToT assignments will be certified as HELP tutors.
