Back HELP Course on Alternatives to Detention Kick off in Serbia

On 22 May 2017, the kick-off meeting for the launch of the HELP course on Community sanctions and alternative measures to detention as one answer to prison overcrowing was organised in co-operation with the Appellate Court of Niš. The event is the first one targeting legal professionals from the Southern part of Serbia only.

More than 40 legal professionals, judges and judicial assistants, prosecutors and NGOs, working under the jurisdiction of the Niš Court participated in the kick-off and 25 of them are expected to start the tutored course in June.

James McManus, member of the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) in respect of the United Kingdom, guided participants through an introduction to the topic and the importance of their role. Due to the negative impact of imprisonment, the application of human rights standards is key in creating a safer environment for detainees and prison staff. In view of a rational use of public resources, there is a need for coordination among different actors involved in the criminal proceeding (judges, prosecutors, prison staff, police, probation and community services).

The HELP course on Community sanctions and alternative measures to detention as one answer to prison overcrowing has been developed in co-operation with the United Nations Office on Drugs and Crime (UNODC) in view of the increasing awareness of the excessive use of imprisonment as a response to law breaking. The course is currently available on the HELP e-learning platform in English, Albanian, Bosnian, Greek and Montenegrin.

  3. Procedural rights
  4. Non-custodial alternatives in the justice process
  5. Special groups
  6. Implementation of community measures and sanctions
  7. Community involvement
