On 17 February 2011, a high level round table between representatives of 21 Member States of the Council of Europe was held in Bucharest to discuss possible ways to tackle the challenges raised by the process of restitution of and/or compensation for properties nationalised before 1989 in Central and Eastern European countries.

The round table was organised by the Council of Europe and the Ministry of Foreign Affairs of Romania, with the support of the Human Rights Trust Fund. The thorough and constructive discussions enabled the participants to identify the main challenges commonly raised by this process as well as a number of possible responses to such challenges. The discussions also highlighted good practices in this field.
