The overall objective of the Agreement is to reinforce and promote co-operation between Member States in a multi-disciplinary context in order to ensure better prevention and protection against risks and better preparation in the event of major natural or technological disasters. In this context, the Agreement is working on the impact of climate change on cultural heritage and on water related risks, on post-disaster management and is also trying to raise awareness of hazards through education.

After the adoption of the Ethical Principles on Disaster Risk Reduction and People’s Resilience in 2011, the Committee of Permanent Correspondents of the EUR-OPA Major Hazards Agreement had decided to focus in particular on guidance for a more operative practice with vulnerable groups and more specifically on people with disabilities, migrants, asylum seekers and refugees, children.
