An International Contact Group on citizenship and human rights education was set up in 2011 with a view to ensure close co-operation among regional and international initiatives in this field.

It brings together the United Nations High Commissioner for Human Rights (OHCHR), the United Nations Educational, Scientific and Cultural Organization (UNESCO), the Office for Democratic Institutions and Human Rights of the Organization for Security and Co-operation in Europe (OSCE/ODIHR), the European Commission, the European Union Agency for Fundamental Rights (FRA), the Arab League Educational, Cultural and Scientific Organization (ALECSO), Organization of American States (OAS) and the Council of Europe.

One year after the adoption of the Paris Declaration on promoting citizenship and the common values of freedom, tolerance and non-discrimination through education, the Commission substantially enhanced its support to inclusive education.
