Roundtable on the implementation of a new electronic system for the High Inspectorate for Declaration and Audit of Assets and Conflict of Interest (HIDAACI)

Representatives of the High Inspectorate of Declaration and Audit of Assets and Conflicts of Interest (HIDAACI), other Albanian institutions, Embassies, and International Organisations discuss the implementation of a new electronic system on Asset Declarations and Declaration of Conflict of Interest.

 

Two Council of Europe experts present the “Assessment of the IT needs for declaration and audit of assets and conflict of interest for HIDAACI” as well as the legal basis for the implementation of this system.  The assessment was performed within the framework of the EU/CoE Horizontal Facility “Action against Economic Crime in Albania” (AEC-AL). AEC-AL intervention was highly appreciated by the Representative from the European Union Delegation to Albania who considered the activities as a sound basis to support the reform process in Albania in its path towards the European integration drawing from the best European Standards and Council of Europe experience.

 

The present Roundtable serves as a platform for HIDAACI to present a comprehensive implementation plan of the proposed electronic system and next steps towards ensuring the implementation of such system, including funding requirements.

 

The establishment of a new IT system is of strategic importance for strengthening the investigative/auditing mechanisms of HIDAACI with a major impact on the fight against corruption within all categories of officials who perform public functions. 

 

An online system would produce positive outcomes both in reducing the term to meet the legal obligation of declaring entities, but also the execution of a faster and more accurate audit by HIDAACI which would meet the citizens’ expectations to increase effectiveness for prevention and fight against corruption of officials exercising public functions.

 

While endorsing the assessment HIDAACI authorities stressed the fact that this is the first time that a full and sound assessment has been carried out based on the real IT needs of the institution and considered it as a stepping stone towards the development and improvement on an efficient and effective asset declaration and audit system.
