Declarations from the Minister for Foreign Affairs of Portugal, dated 3 November 1978, deposited with the instrument of ratification of the Convention on 9 November 1978 – Or. Fr.

On behalf of the Government of Portugal, I hereby recognise, in accordance with Article 25 of the Convention for the Protection of Human Rights and Fundamental freedoms signed in Rome on 4 November 1950 and in accordance with Article 6(2) of Protocol No. 4 to the Convention [Article 6 of the Protocol since the entry into force of Protocol No. 11], signed in Strasbourg on 16 September 1963, for a period of two years as from 9 November 1978, the competence of the European Commission for Human Rights to receive petitions addressed to the Secretary General of the Council of Europe from any person, non-governmental organisation or group of individuals claiming to be the victim of a violation, by one of the High Contracting Parties, of the rights set forth in the said Convention and in Articles 1 to 4 of the said Protocol. Subsequently, this declaration will be renewed by tacit agreement each time for a further period of two years if an intention to denounce it is not notified prior to the expiry of the period in course.

On behalf of the Government of Portugal, I hereby recognise, in accordance with Article 46 of the Convention for the Protection of Human Rights and Fundamental freedoms signed in Rome on 4 November 1950 [see Article 34 of the Convention since the entry into force of Protocol No. 11] and in accordance with Article 6(2) of Protocol No. 4 to the Convention, signed in Strasbourg on 16 September 1963, for a period of two years as from 9 November 1978, as compulsory ipso facto and without special agreement, on condition of reciprocity, the jurisdiction of the European Court of Human Rights in all matters concerning the interpretation and application of the said Convention and of Articles 1 to 4 of the Protocol No. 4. Subsequently, this declaration will be renewed by tacit agreement each time for a further period of two years if an intention to denounce it is not notified prior to the expiry of the period in course.
