Successful piloting of the HELP distance-learning course on Pre-Trial Investigation and the European Convention on Human Rights

The HELP distance-learning course on “Pre-Trial Investigation and the European Convention on Human Rights” (hereinafter - Course) was successfully piloted in Chisinau, under the Council of Europe Project “Support to criminal justice reforms in the Republic of Moldova” funded by Government of Denmark (hereinafter – CJR MD Project) and in cooperation with the National Institute of Justice of the Republic of Moldova.

The Course has been developed by the Council of Europe (hereinafter – CoE) and adapted to the Moldovan legal order by national tutors, who were designated by the HELP Secretariat and the National Institute of Justice of the Republic of Moldova.

The pilot group to take the Course included judges, prosecutors, lawyers and representatives of the Governmental Agent office of the Republic of Moldova. Twenty two participants out of twenty nine have fully completed the learning requirements of the course and on 14 September 2017 they were awarded HELP certificates. 

The HELP distance-learning course helped the participants explore pre-trial investigation in the light of the European Convention on Human Rights and understand better human rights standards governing the use of various pre-trial investigation techniques as well as standards developed in respect of the deprivation of liberty at the stage of the pre-trial investigation, the treatment during pre-trial detention, the requirements to conduct an effective investigation into alleged violations of certain ECHR Articles. The participants highly appreciated the course as being a very interactive, useful and interesting course. Their feedback was positive and all the participants expressed interest to take more HELP courses.
